Thailand COE (Certificate of Entry) is now transitioning to Thailand Pass.  The Ministry of Foreign Affairs (MFA) in collaboration with the Digital Government Development Agency (DGDA) is currently developing the Thailand Pass System to replace the Certificate of Entry (COE) system.  This system will process travelers entry into Thailand and is used to ensure proper entry and booking.

What is the Thailand Pass?

The new Thailand Pass system will be for everyone except for those who will be traveling as part of group arrivals (by sea), and Alternative Hospital Quarantine (AHQ) stay as well. They will have to use the existing COE system until otherwise specified.

Thailand Pass is a web-based system for Thai, and foreign travelers to fill in their travel, and health information. Upon approval you receive a QR code which will allow you to travel to Thailand (you will still need to meet visa requirements).

Who can Apply for Thailand Pass?

The Thailand Pass is required for all fully vaccinated Thais and foreign travelers from the 46 low-risk countries listed by the government (see below), as well as those who enter Thailand under the sandbox program or who have not yet been vaccinated or received only one shot and enter Thailand under the alternative quarantine program.

Updated requirements to enter Thailand for quarantine-free travel:

If you’ve spent the last 21 days in one of these 46 approved countries, you’re eligible for the Test & Go program if you fly from there to Thailand. Yes, the list of 46 includes the U.S., the U.K., and Canada, plus Australia, New Zealand, much of Europe and several other countries determined by the Thai government.

Called “Test & Go”, you’ll be able to travel anywhere in Thailand and no longer restricted to the country’s 17 “Blue Zones” (also called Sandbox destinations) for the first seven days of your trip. To qualify for quarantine exemption, you’ll also need:

  • For those aged 12 or over, proof that you’re fully vaccinated with a vaccine approved by the World Health Organization or by Thailand (if you have a certificate of recovery from Covid in the past three months, you only need to have had one dose at least 14 days prior to travel).
  • A negative PCR test taken within 72 hours before traveling.
  • Thailand Pass QR code, which you can apply for starting November 1 (until then, you need a Certificate of Entry).
  • Proof of at least $50,000 U.S. of insurance covering the costs of treatment for Covid (see below).
  • Payment confirmation of one night’s stay at an approved hotel — the cost includes the PCR test you’ll take shortly after arriving in Thailand plus an additional rapid self test you’ll take on day 6 or 7 after arrival or if you have any symptoms.
  • Thailand’s MorChana App, where you’ll record the result of your rapid test done on day 6 or 7.
  • Details are also available on the website of the Royal Thai Embassy in Washington, D.C.

What are requirements for the Thailand Pass?

  • Passport
  • Vaccination Certificate/Card
  • COVID-19 Health Insurance Certificate (proof of insurance covering at least the length of your stay)
  • Confirmed ASQ hotel booking or Confirmed SHA+ hotel booking
  • Flight Booking
  • Copy of Thai Visa (if required)

The Thailand Pass takes 3-5 days from the date the application is submitted to receive the QR code.  Because there is likely to be a massive surge in demand, we advise you apply 7-10 days prior to departure.

Note the COE is still required for specific travelers, namely:

  • Travelers who will enter through Alternative Hospital Quarantine (AHQ) – those traveling by sea and by land (not by airplane).
  • Travelers who are entering Thailand by air before November 1, 2021.
  • Travelers who already applied for COE prior to Nov. 1, 2021

COVID Insurance Requirement
